Born and raised in Atlanta, Raines F. Carter leads the Office of the City Solicitor with a focus on assisting citizens. A graduate of Morehouse College and Emory University School of Law, Raines began his career with the City of Atlanta as an assistant solicitor in the Atlanta Municipal Court. Under his leadership as City Solicitor for over 40 years, Raines has guided a staff in the screening, diversion, and prosecution of all matters brought before the court, managed appeals to state and federal courts, and spearheaded community outreach, public education, and law enforcement training initiatives.

Raines is involved in many professional organizations, including the Atlanta Bar Association, the American Bar Association, the Gate City Bar Association, the Prosecuting Attorneys ’Council of Georgia, the National Council of District Attorneys, the National Black Prosecutors Association, the State Bar of Georgia and the State of Georgia Board to Determine Fitness of Bar Applicants.
