Born and raised in Atlanta, Raines F. Carter leads the Office of the City Solicitor with a focus on assisting citizens. A graduate of Morehouse College and Emory University School of Law, Raines began his career with the City of Atlanta as an assistant solicitor in Atlanta Municipal Court. As City Solicitor for XX years, he supervises a staff in the screening, diversion and prosecution of all matters brought before the court, appeals to state and federal courts, community outreach, public education and law enforcement training.
Raines is involved in many professional organizations, including the Atlanta Bar Association, the American Bar Association, the Gate City Bar Association, the Prosecuting Attorneys ’Council of Georgia, the National Council of District Attorneys, the National Black Prosecutors Association, the State Bar of Georgia and the State of Georgia Board to Determine Fitness of Bar Applicants.
