The mission of the Office of the City Solicitor (OCS) is to persuasively represent the interests of the citizens of Atlanta in all matters brought before the Atlanta Municipal Court in a manner that is consistent with the special responsibilities of prosecutors outlined by the State Bar of Georgia. Simply put: as the prosecuting arm for the City of Atlanta, our team seeks to support local citizens through a range of educational services and resources.

Our goals are aimed at promoting the fair and efficient administration of justice, reducing recidivism and advancing public health and safety. Through these goals, our objective is to provide exemplary and effective customer service to the citizens and stakeholders of Atlanta through efficient and effective methods of prosecution, or its alternatives.
Since its establishment in 1975, the OCS has supported metro Atlanta citizens in making positive and productive decisions regarding their futures. Through a holistic approach to prosecution, we advise and support individuals with the understanding that every case should not be prosecuted through the usual criminal justice process. Led by Atlanta native Raines F. Carter, a graduate of Morehouse College and Emory University School of Law, the OCS services are designed to assist citizens while creating efficiencies for our local justice system.
